In the original story, the second man isn’t killed by the four thieves until after he’s managed to poison their food,
so Mowgli discovers all of them dead. Consequently there’s no confrontation and Mowgli just returns the ankus.
Presumably the censors felt there was too much death in the original story, and so the following scene was written...
